Post Distribution Monitoring (PDM) for Cash Transfer Projects in Jigawa, Borno, and Zamfara States, Nigeria

Project Summary

Qualiquant Services Limited was engaged as a third-party monitoring firm by UNICEF Nigeria to evaluate the implementation and effectiveness of multiple cash transfer projects aimed at addressing the needs of vulnerable populations in flood-affected and marginalized regions. The project included two key components which are the Education Cash Transfer under the Safe Inclusive Learning & Skills for All (SILSA) Project which was Implemented in partnership with the governments of Borno and Zamfara, and funded by the government of Norway and focuses on unconditional cash transfers to support 36,537 marginalized children (girls and boys) across six LGAs: Bama, Monguno, and Dikwa (Borno), and Anka, Shinkafi, and Tsafe (Zamfara),  with the aim to alleviate financial constraints, improve school enrollment, and increase retention of out-of-school and marginalized children. The second component is the Shock Responsive Social Protection (SRSP) Project in Jigawa State which addresses emergency needs stemming from recurrent flooding, which has exacerbated pre-existing vulnerabilities in northern Nigeria. The SRSP initiative integrates cash transfers to mitigate the impact of these disasters, ensuring households can meet their immediate needs.

​​Methodology and Sample Size:

A mixed-methods approach was employed, combining quantitative surveys with qualitative techniques such as Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs). The study engaged 885 households for quantitative surveys and conducted 18 FGDs and 9 KIIs with key stakeholders, including government officials and program implementers, to gather comprehensive insights into the projects.
